User needs erasure is a working term for the pattern where some needs are ignored, minimised, reframed, individualised or made illegible inside a policy, project, strategy, speech or service design.

The need may still exist in lived experience, evidence or operational reality, but it is no longer treated as a legitimate input to decision-making.

Why it matters

Many public-service conflicts are framed as stakeholder disagreement, competing priorities, communication failure or implementation difficulty.

Often, underneath those conflicts, some needs are being erased.

This is one of the theoretical problems Civic Design Intelligence may help expose by keeping needs, evidence and decisions more traceable.
