Process is not a substitute for leadership.
There is a point where another discovery, workshop, consultation, How Might We exercise, content rewrite or pilot stops being responsible practice and becomes a way of avoiding the problem.
When a service is visibly failing, the evidence is already substantial and the missing pieces concern ownership, coordination, authority or the operating model, narrowing the work to “what we can deliver” is not pragmatism. It is organisational retreat. Everyone protects their remit, produces their fragment and leaves the public to experience the failure as a whole.
A broken service is not repaired by every team successfully completing its own small piece of work.
Design can diagnose the system, make consequences visible and propose a route through. It cannot compensate indefinitely for leadership that refuses to decide or for an organisation that treats activity as progress. More information will not repair a service that cannot reliably carry people through it. A better page cannot create an owner, fix a handoff, align services or make support exist.
Calling the diagnosis “out of scope” does not make the system problem disappear. It protects the organisation from the obligations that follow from seeing the whole problem clearly.
This is delivery theatre: visible, defensible work that resembles change while leaving the conditions producing failure untouched. Journey maps are created. How Might We statements multiply. Content ships. Everyone can point to an output. The service remains broken.
Design is powerful, but treating design process as self-executing is magical thinking. Iteration only helps when the organisation is capable of acting on what it learns. You cannot iterate your way out of a hole while nobody takes responsibility for stopping the digging.
At some point, leadership means standing up and saying: this is failing, the boundaries are part of the problem, and we are going to sort this shit out. No one gets to hide in their corner and call their fragment the solution.
